I need to add the ability for the PDC to give out more than the standard 254 address leases so I plan to change the subnet mask to 255.255.0.0.  However, when I go to DHCP, then Scope for the server and properties, the subnet mask number is grey and cannot be changed.

Could someone direct me to where this change can be made please.

OS is SBS 2011.

You need to use a class b address, or change the subnet on your network device and i teh server NIC before you can change DHCP

So, you mean I must change the NIC static subnet before I will be able to change DHCP or will DHCP change automatically to match what I put in the NIC static data?

You need to change the NIC data first.  Then adjust the subnet in the scope.

best ist you you use 192.168.0.0  255.255.0.0
this is an offical class b private address range.
As long as your nic data do not belong to a class b subnet you cannot change the subnet.
Do it the other way round.
