I have a situation, as I can make workstations can access FTP sites for my proxy (ISA 2004) installed on a server with SBS 2003 Premium? I can only access the server itself.

Have you enabled passive mode (IE Settings - Advanced)

The workstations do not connect to FTP sites. The company has an SBS 2003 server with ISA server 2004.

Oh, I remember from some time ago, i 'think' (memory is fuzzy) that you need the firewall client on the workstation for ftp

.....unless you are using a browser as the FTP Client,...then it will work through the Web Proxy Service as long as you don't do uploads.

...if the access rule is anonymous it can be done from any FTP Client (browser or otherwise) without the Firewall Client.

It is more complex than people think.  That is why I have been trying to pry the details out of the OP before making a bunch of confusing guesses.  His question lacks so many details he could be trying a dozen completely different things that all would require completely different answers.
