Issue  #1
How do i set permission on the Public Folder to disallow other except the administrator to post message within?

Issue #2
If there are accidentally someone post a message withing the folder, how can i remove them using the administrator (Local and Enterprise)

Issue #3
Exchange is set up my the IT vendor and maintain internally. Intially, the root drtive setting aside for this exchange is bot define to the max. Therefore, currently i have sizing issue. I'm not keeping any logs. Can you advice me any folder in particular that i can always remove and purge it?
THe database is keep onto another drive and logical is sufficient.

Issue #4
Recently, i have receiving a lot od spam mails with very differrent header and message and also sender. Something even send for internally. Eventime i received these, i will block them in the exchange anti spam setting in the transport tab. But still, it is coming on and on. IS there a good way to prevent these?
As for the server and all clients, im using a worry free 7.1 trend micro.

2 Answers:
For issue 1 use Add-publicfolderclientpermission command to configure the permissions. Refer the technet artcile for the command sytax and parameters

For issue 2, If you have full permission on the public folders you can use your outlook client to delete the post for the respective public folder.

For issue 3, you can check the IIS log folder and clear the old log files from the root drive.
Go to run --> Type "logfiles" --> Go to folder "W3SVC1" and clear the old files
