Not sure if I understanad you right, but you can enter a second name to the same IP address in DNS or you can use a C-Name.

Maybe you can explain a little more what you have in mind.

I think you mean to add another DNS server in your environment? If so, is it domain environment or not?

For domain environment I would suggest to set up additional Domain Controller with DNS role. You may check for that an article on my blog at http://kpytko.wordpress.com

Search there for "adding additional domain controller"

When it's non AD environment then you need to install new server and add DNS role to it. Then using DNS management console create new secondary zone under forward lookup zones. If you need help in this part, let me know, I will help you

You will need to contact the company who provides these name servers or through your self service portal

if you cannot add A records (for websites) and MX records (for email) on your own, you have to ask your provider to do it. But have in mind that it takes up to 48 hours until this information spread over the internet.
When you configure your PC to use the DNS server your provider uses to add the records (you can look this up in denic or internic) you can faster check if things work.
