We have been trying to get Outlook 2003 to work reasonably for POP3 email.
We know where the .pst file is located.
When we select CONTACTS in the lower left corner, we see lots of addresses.
When we start a new email and click on To:, we see no addresses.
Then we have to pull down another list in order to see addresses.

We don't want to have to pull down to get what should be the default outcome.

How?

click on the address book icon (next to FIND in a default installation)

a new window will pop up called ADDRESS BOOK
click TOOLS
click OPTIONS
select whatever ADDRESS LIST you need
click OK

It worked as advertised.  I was somewhat surprised that it didn't seem to "indicate" that anything had happened when going through the steps.  But, in the end, the desired result was there!
