Port tcp/23 is for telnet. SMTP (Exchange) uses port tcp/25 for mail transfer. You can use telnet client to test the port:

telnet servername 25

Control Panel => Windows Firewall => Change Settings => Exceptions

You can define all necessary openings here if the Windows Firewall is on.

Do you want to open port 25 on the exchange server or the win08 server ? on need to open it on exchange server... it was opened during the installtion of exchange.

If win08 server, the method is described above. but why do you want to open port 25 ? it is not needed for communication from the client side, client will use a random port to communicate with exchange server on port 80.
