I have two sites. In both sites Serv-U running on VM. In one site it runs much slower even when doing a local transfer.
In one site I was seeing 10Mb/s transfer on a localhost.  In other site it was 1Kb/s, but after the upgrade Serv-U to 11 version is now 700Kb/s.  Much faster but quite right.
The issue sems to be transferring port 22 (SFTP using SSH) for a VM.  CPU never got very high on VMs, ~30%.
Any thoughts?  Thanks.

what VMware product are you using?  If ESX and ESXi, ensure you are using at least the higher performing VMXNET3 network interface in the VM, make sure you have vMware Tools installed to support this NIC.

Have you checked the networking details.
Are your vmnics reporting full duplex? and the desired speed 100Mbps or 1Gbps?
Check for errors or alerts in your physical switch for the vSwitch ports.
