I have just done a fresh reimage to the factory image on a Sony VAIO VPC-Z1190X.  Everything worked great in the local user account that was created during the install.  However, after joining the laptop to the domain (SBS 2003) none of the domain user accounts can see the Verizon wireless modem.  When I follow the directions in http://support.microsoft.com/kb/315539 and show hidden devices in the device manager, I can see the Verizon modem, but it says "Currently, this hardware device is not connected to the computer. (Code 45)  However, if I log off the domain account, and log back in to the local user account, it shows up, and I can use it without problems.  

What is causing the device to be hidden/disconnected for domain user accounts, but show up perfectly for the local user account, and how can I get the device to be detected in the domain user account?

is the domain user a local admin at that will point to get it working as it sounds like a permission problem

Yes, the user is set up as a local admin

I opened the SmartWi Connection Utility, and clicked the Verizon Modem to "On", now Windows can see it and use it, but the VZAccess Manager still cannot.

Although this doesn't fully answer the question, it at least got it working 'good enough'.
